A.1.13 - Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level, as appropriate under FAR Part 16.505(b), including use of the SEWP RFQ tools.
Contractors may only market, quote, or offer IT solutions that are available on their SEWP contract.
For an RFI used for market research, items not yet listed may be included if they are clearly identified as not currently available on the contract and a technology refreshment request is submitted to add them.
For an RFQ or Market Research Request, contractors may only respond with items available on their contract.
If the contractor cannot fully respond to the RFQ, a No Bid must be submitted unless partial quotes are specifically permitted.
Quotes must clearly state how long they remain valid, and orders submitted within that validity period must be honored.
Responses submitted through the NASA SEWP online quoting system must follow the Contract Holder User Manual requirements.
